It is not! When you get it it’s for your actual lips only. I’m not sure what is considered false advertising, but the promotion on City Lips is very misleading.

Product does not plump lips as claimed. If you apply a competitor’s lip plumper (think Ulta for $8) or any lip balm 3 times a day as City lips recommends, your results will be the same. Well moisturized lips look and feel better, but this product doesn’t perform any better than a $2 drugstore product.
